Quadrint was founded in 2000 with a mission to help clients improve business efficiency and achieve total collaboration at the enterprise level. We began as a premier implementer of PeopleSoft solutions almost 20 years ago. EXECUTIVE LEADERSHIP

Patrick Acheson, PMP
Founder / Managing Principal
Patrick has extensive experience as a systems architect and technical project manager. He has managed a significant number of systems integration projects, including Commercial Off the Shelf (COTS) software implementations, application migrations into and out of data centers, and application migrations to the Cloud. He has managed teams operating multiple applications across a wide variety of software platforms. In addition, Patrick also has managed multiple Enterprise Resource Planning (ERP) implementations and upgrades for a variety of commercial and federal clients.
Prior to beginning his Information Technology career, Patrick also worked for the Department of Justice. Patrick is a certified Project Management Professional (PMP). He holds a Master’s degree in Public Administration from New York University’s Robert F. Wagner Graduate School of Public Service and a Bachelor of Arts from Fordham University. Patrick sits on Quadrint’s Board of Directors.

Glenn Merberg, PhD
Founder / Managing Principal
For over 20 years, Glenn has provided thought leadership and led the adoption of innovative information technology solutions to solve complex business problems. Prior to that, he was granted 3 US Patents for his inventions in the field of biomedical engineering. He holds a PhD in Engineering from Rutgers University, an MBA in Finance and Accounting from the University of Maryland, and a BS in Engineering, also from Rutgers. Glenn sits on Quadrint’s Board of Directors.

Margie Davis
SVP, Operations
Prior to joining Quadrint, Margie was a senior principal at SRA International and held the positions of Operations Director, Pricing Manager, and Economic Analyst. In her most recent position at SRA, Margie managed operations for the $150M+, 400+ employee Security and Systems Engineering Solutions strategic business unit, providing senior leadership and focused vision in financial and human resources management.
She also served as Vice President of Operations for Isoquest, Inc., a subsidiary of SRA that developed and marketed commercial software. Margie holds a Master’s degree in Statistics from the University of California, Berkeley, and a Bachelor’s degree in Statistics from the University of Rochester.

Michael Economou
Chief Experience Officer
Michael has led multiple enterprise-wide software development initiatives and the formation and daily operations of agile development programs. Michael provides expertise in the end-to-end delivery cycle, including contract initiation, staffing and team organization, agile software development and delivery, business process reengineering, and Dev/Ops support of production systems.
Michael graduated from the University of Virginia with a master’s in Management of IT (MSMIT) and a bachelor’s in mathematics. Michael maintains certifications as a Project Management Professional (PMP), Scaled Agilist (SA), and Certified DataVault 2.0 Practitioner (CDVP2).

Michael Sexton
SVP, National Intelligence Solutions
Michael has a robust technology background paired with academic and practical experience within Business Administration. He has worked on key Intelligence Community programs from large programs such as IC DTE to small highly secure mission systems.
Michael graduated from Limestone College with a Bachelors of Science in Business Administration and continued his education with a Masters of Business Administration from Strayer University. He also maintains certifications as a Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Scaled Agilist, and AWS Certified Solutions Architect-Professional.

Fred Turman
SVP, National Geospatial Intelligence Solutions
From 2016 through 2021, Dr. Turman served as VP-Mission Systems and General Manager of Peraton’s Intelligence & Network Solutions Business Unit. He led teams in architecting, engineering, and operating the United States Government’s most critical IT enterprises and communications networks.
From 2013 through 2016, as NJVC Vice President, Program Management, Dr. Turman consulted with clients across DOD to align technology strategy with mission capabilities through roadmaps and innovation agendas. He oversaw capture and implementation of a $440 million DoD IT infrastructure services program, defining a compelling program management approach with an integrated master plan and schedule and thorough quality and risk management assessments.
Dr. Turman served in the Department of Defense for 26 years — the majority with the National Geospatial-Intelligence Agency (NGA). His final assignment was NGA acting West Senior Executive, supporting the director in the achievement of strategic agency objectives related to business and mission continuity, personnel, facilities, security, corporate relations and planning. Earlier, he was Deputy West Senior Executive, and led the execution of resources assigned to the St. Louis metropolitan area and nine other NGA locations.
Previously, Dr. Turman represented the Director of NGA abroad in three consecutive international and military support roles. As Director, International NGA Support Team—Europe— Turman initiated and strengthened NGA’s relationships with European partners. As Director, NGA Support Team to the United States European Command he led NGA’s team of embedded analysts and reach-back efforts in delivering GEOINT to military customers in theater. In 2010, he was deployed as commander, NGA Task Force—Iraq—and from Baghdad, led the agency’s team of analysts and technicians in the delivery of GEOINT to U.S. forces, the State Department and other partners. Earlier, Turman served several senior leadership roles in the Enterprise Operations directorate including Director of the NGA Enterprise Service Center (ESC) and the Enterprise Operations Customer Service office.
Dr. Turman also has extensive experience managing construction and facilities programs, having served as Chief of the NGA’s Facilities program, NGA—St. Louis Deputy Site Manager, Chief of Construction at the former Hydrographical-Topographic Center.
Dr. Turman is a National Defense University CAPSTONE Fellow, INCOSE Systems Engineering Professional (CSEP), Program Management Professional (PMP), licensed Professional Engineer, and member of the Department of Defense Acquisition Workforce, certified at Level III in Program Management.
Since 2011, Dr. Turman has served as adjunct Professor of Systems Engineering at George Washington University, Washington, DC.

Teresa Smetzer
Independent Director
She returned to CIA after spending 14 years in the private sector as a CEO, business strategist, and investor. In this capacity, she leveraged her expertise from both the public and private sectors to accelerate the identification and adoption of industry leading digital technologies with the goal of modernizing, advancing, and transforming mission. She was awarded both CIA’s Distinguished Intelligence Medal and Distinguished Career Intelligence Medal for her CIA service.
Earlier in her career, Ms. Smetzer served 17 years at CIA as a technical analyst and senior manager, participating in and leading multiple transformation-related task forces and programs aimed at modernizing the business of intelligence, including the development of the first Directorate of Intelligence strategic plan. She conceptualized and led an innovative initiative aimed at aligning fragmented intelligence production processes into a secure, web-based, collaborative, real-time production environment.
In 2004, Ms. Smetzer served on the White House Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction. Ms. Smetzer then established her own strategic management consulting company, Jasmah Consulting. After her company was acquired in 2008, Ms. Smetzer held senior executive positions in business development and operations in large and small businesses, served on multiple Boards of Directors, and invested in and mentored several emergent technology companies.

John Sutton
Independent Director
John has built high-performing teams delivering systems, software, telecommunications, and cyber security to federal and commercial clients resulting in delivery and growth of contracts totaling several billions in profitable revenue. John has served nearly every federal agency delivering ships, space systems, EW and cryptography, sub-sea telecommunications, unmanned & force protection systems, ISR systems, weapons systems, cyber solutions and products, agile development, and cloud deployments.
Prior to KeyW, John led business development for QinetiQ NA’s $1.2 billion products and solutions and also as General Manager of the Defense, Intelligence and Commercial Cyber business. QinetiQ was a Proxy agreement under FOCI mitigation with DoD. Thereafter, John served as a principal in the sale and integration of QinetiQ NA to Veritas Capital and he helped form Vencore as General Manager of the Defense, NSA, and DHS Group.

Glenn Merberg, PhD, Managing Principal
Glenn co-founded Quadrint in 2000 to provide highly motivated, senior level technology consultancy to federal and private sector clients, primarily within the Intelligence Community. Prior to founding Quadrint, Glenn served as a project manager at Northrop Grumman IT, formerly Litton/PRC, and founded Integration Services Group, a consultancy focused on ERP solutions and custom database applications. For the past 15 years, Glenn has focused on implementing and integrating COTS corporate applications and business intelligence software. His proven experience includes Oracle Enterprise (PeopleSoft) and IBM Cognos applications, in addition to the development and support of various custom web-based applications. Glenn applies many different traditional and SOA-based technologies to accomplish complex systems integrations. He holds a PhD in Engineering from Rutgers University, an MBA in Finance and Accounting from the University of Maryland, and a BS in Engineering, also from Rutgers.
David Conetsco, Director of Business Development
Dave joined Quadrint in 2014 as the Director of Business Development, focusing on expanding Quadrint’s portfolio of contracts across the Intelligence Community (IC) and the Federal Government. Prior to joining Quadrint, Dave was a Vice President at SRA, Inc., where he led a successful business program providing mission-critical services to the IC. His 300-person, $100M+ business included prime contracts in all five major IC agencies. Dave developed business strategies, hired key staff, made investment decisions, identified acquisition targets, defined market discriminators, and oversaw all business capture activities for SRA’s Intelligence Programs. Prior to joining SRA, Dave was a Military Intelligence Officer in the US Army for seven years, serving at the Defense Intelligence Agency as well as the 101st Airborne Division. He holds a Master’s degree in Strategic Intelligence from the National Intelligence University and a Bachelor of Science degree from the United States Military Academy at West Point.
